Philomena “Phil” Zimmerman, Deputy Director of Engineering Tools and Environments, Office of the Deputy Assistant Secretary of Defense for Systems Engineering

Ms. Philomena "Phil" Zimmerman is the Deputy Director of Engineering Tools and Environments in the Office of the Deputy Assistant Secretary of Defense for Systems Engineering (DASDSE). She leads the effort to advance the use of model-based techniques to advance Systems Engineering (SE) concepts in acquisition. As a member of the SE staff, she is responsible for establishing the effective use of modeling and simulation as a systems engineering tool to support acquisition programs, as well as the related efforts in modular open systems architectures, intellectual property, and data rights. Her team supports updates to policy, guidance, and participates in program support activities that are conducted on behalf of DASDSE. She is also the lead for the Acquisition Modeling and Simulation Working Group, coordinating among the Services and Joint Community on traditional modeling and simulation challenges and products for support to the acquisition community.

Previously, Ms. Zimmerman served in various leadership positions within the Army’s Future Combat System Program, and PEO Integration. She served as the Associate Director for M&S, Analysis, and System of Systems Engineering and Integration. She held various positions in the modeling and simulation, test, and product development communities, including activities in radar processing, signal analysis, and use, development, and support to M&S. She has been active in standards development and is a strong proponent for Model-Based Engineering.

She participates in various professional activities, including INCOSE, NDIA, and SISO. She has received numerous awards from both OSD and the Army. She has a BS in Mathematics from St. John Fisher College, with an emphasis in Computer Science from Rochester Institute in Technology. She is DAWIA Level 3 certified in T&E, and SPRDE.
